The California Department of Corrections and Rehabilitation is offering researchers at CSU campuses an exclusive opportunity to study the use of tablets by inmates for external communication, videos, music, gaming, and coursework (non-credit earning and credit-earning) in their correctional institutions with a budget up to $600,000 over two fiscal years that includes indirect costs.

Deadline for Full Proposal Submission: January 31, 2020

  • No formatting requirements 
  • It is highly recommended to include the following:
    • Project Title
    • Project Summary/Abstract
    • Proposed Scope of Work (goals, objectives, research questions, strategy, process evaluation, cost/benefit, methodology, population, analyses, potential problems, benchmarks)
    • Data Required (some data will be provided to the research team by the Department of Corrections and Rehabilitation, other data will need to be collected)
    • Key Tasks and Timeline connected to the Deliverables
    • Detailed Budget
    • Expected Outcomes
    • Key Personnel


Proposals can be submitted by an individual researcher, a team of researchers from a single campus, or a multi-campus team. This will be a deliverable-based contract with the first deliverable due early in fiscal year 2020-2021 (see timeline below).

  • Decision: mid-February 2020
  • First report due: beginning of FY 2020-2021
  • Second report due: December 2020
  • Third report due: Spring 2021
  • Final Project Report: June 2021
